Participants: 23 countries

Qualification: 30 countries submitted for participation at Eurovision 1996. Before the contest, all the countries (except the host, Norway) were in a pre-qualification round, where audio entries of the 29 songs were played to national juries, of which only 22 proceeded to the televised final of Eurovision 1996. Germany, Israel, Denmark, Hungary, Russia, FYR Macedonia, and Romania all failed to qualify

Voting: Each country's jury awarded 12, 10, 8-1 points to their 10 favourite songs

Opening act: Morten Harket performing "Heaven's Not For Saints"
Interval act: "Beacon Burning" video and dance act
