Qualification: 30 countries submitted for participation in Eurovision 1996. Before the contest, all countries except the host, Norway, took part in a qualification round, where audio recordings of the 29 songs were played to national juries. Only 22 countries proceeded to the televised final of Eurovision 1996. Germany, Israel, Denmark, Hungary, Russia, FYR Macedonia, and Romania all failed to qualify.
Voting: Each country's jury awarded 12, 10, 8-1 points to their 10 favourite songs
