15 countries will compete in Semi-final 1 (determined by draw). The best 10 countries from Semi-final 1 will qualify for the Grand Final. Three of the pre-qualified countries will vote and perform (but not compete) in Semi-final 1.

Voting: Televoting from participating countries + the pre-qualified countries Italy, Spain and Switzerland + Online voting ("Rest of the world").
